Interestingly, there are visions and strategies on the bio-economy appearing around the world. Perhaps the most significant documents at present are from the EU and the USA. In 2012, the EU published Innovating for Sustainable Growth: A Bio-economy for Europe with the aim to outline a coherent, cross-sectoral and inter-disciplinary approach to the bio-economy. The goal is to move towards a more innovative and low-emissions economy,
reconciling demands for sustainable agriculture and fisheries, food
security, and the sustainable use of renewable biological resources for
industrial purposes, while ensuring biodiversity and environmental
protection. The plan therefore focuses on three key aspects: developing
new technologies and processes for the bioeconomy; developing markets
and competitiveness in bioeconomy sectors; and pushing policy-makers and
stakeholders to work more closely together.
In the USA, the National Bio-economy Blueprint was released in 2012, which outlines steps that agencies should take to drive the bioeconomy - defined as economic
activity powered by research and innovation in the biosciences - and
details ongoing efforts across government to realize this
goal. There are five strategic imperatives for a bio-economy, including: support research and development investments that will provide the foundation for the future bio-economy; facilitate the transition of bio-inventions from research lab
to market; develop and reform regulations to reduce barriers, increase
the speed and predictability of regulatory processes, and reduce costs
while protecting human and environmental health; update training programs and align academic institution incentives with student training for national workforce needs; and identify and support opportunities for the development of
public-private partnerships and precompetitive collaborations.
